People in Shanghai have access to multinational investment brokers who are willing to diversify their investments and put that money into multinational companies overseas where the CCP has no say in how the money is invested. Why don't they use them instead of putting their money into state banks wherein their money will be eroded by inflation? Not to mention the fact that they might not even be able to withdraw their money.
