  2.  hancy wen  in the u.s. savings bank deposits are among the lowest risk investments, in part because fdic insurance covers up to $100k against loss but mostly there is a presumption that the federal government wouldn't allow such a loss outside complete economic collapse. I'm not familiar with Chinese banking but I'm surprised the socialist party wouldn't immediately make depositors whole, especially for such a small amount.

  3. It's only 1.5bln. government should just replace it for their citizens. Wasn't it the governments job to regulate the bank?
