Its a tactical withdrawal against superior numbers of troops and artillery whilst at the same time inflicting as many losses as possible. Ever heard of the boxing term "rope a dope". Just look at the recent artillery losses that russia is taking. They have had superior numbers and firepower from the beginning. Ukraine is trying to level the odds.
