@Samuel-hd3cp What neutrality agreement was that then? I dont remember that being on the ballot paper in the peoples 1991 independance vote. Of which 93% voted in favour of being independant from russia. In which all of the oblasts and regions voted in favour including crimea and the dombass.

Whereas these individuals have every opportunity both morally and physically to participate.
