Actually, the Midways still used the hangar deck as the strength deck (despite the armored flight deck); US carriers didn't move the strength deck to the flight deck until the Forrestal class.

One of the reasons the interwar British armored carriers had completely-enclosed hangars was to enable them to be sealed against chemical attack, interestingly enough. Also, the low hangar ceilings weren't solely due to the supports for the armored flight deck; these carriers were built under the tonnage limits of the Second London Naval Treaty, so they had to be fairly compact overall (armor is heavy), which, in turn, limited how tall they could be without becoming dangerously unstable.
