@jbpa7759 It works by making sure that the turret's center of mass is located on the turret's rotational axis, so that, if the turret is tilted in one direction (for instance, by the ship pitching or rolling in high seas, taking on a list to one side, or beginning to trim by the bow or stern), the tilting won't make the turret try to rotate to put the guns as low down as possible. For instance, the Indiana class of U.S. predreadnoughts did not have balanced turrets; as a result, whenever they heeled to one side, gravity would try to rotate the turrets to point the guns in the direction of the heel.

@scottmason2557 The Entente powers tried to make them hand over what used to be Goeben, but, as with so many other things the Turks ended up getting off scot-free for, the Turkish War of Independence which overthrew the Ottoman Empire and forced out most of the Entente forces occupying parts of what's now Turkey forced a renegotiation on much-more-favorable-to-Turkey terms.

Basically, what were the various European navies studying as regarded what to build (or have built for them) to succeed the Rs, Bayerns, Lyons, Francesco Caracciolos, Imperator Nikolai I, Ersatz Monarchs, Reina Victoria Eugenias, Reşadiyes, Salamis, etc., before World War I intervened?
