  1. I just saw a video that claimed that the reason Roman concrete is so durable is that they used a few ingredients we don't. One of them is salt water. Not sure if the Chinese used the other things that the salt water needs to make the concrete better. Anyway, I'm not sure that using salt water with the concrete is necessarily a reason for the concrete to be less suited for the job.

But the point is, the Chinese can always reinforce their island fortifications. They can always pour more cheap concrete, and dredge more sand. Just because it requires maintenance, does not mean they will have to abandon them.
