But you cannot deny that Putin took his actions when Biden was the one calling the foreign policy shots for the US. Putin viewed Biden as pathetically weak. Dictators only respect someone who projects a strong image.

I guess you don't remember, Trump was mostly self-financed in 2016, having run the CHEAPEST campaign in American history save for George Washington's in 1788. Hillary had one of the largest campaign collections in American history and it didn't do her a damn bit of good. Money doesn't buy elections; it simply facilitates a good message. All the money in the world will not save a failure of a campaign. Just ask Walter Mondale, Michael Dukakis, or GEORGE MCGOVERN.
