  1. From the point of view of those who are getting invaded/attacked, there is no justification. But from the point of view of the invader/attacker, there may be several justifications. International relations and war are not like a game with fixed rules everybody has to follow. Instead, each country will make decisions about what they want/need to do survive and prosper.
