It's basically scrapped. What we rarely hear in the media is that when they announced the 3-child-policy, they also said that no one having more than 3 children would be sanctioned in any way. So it's a sort of odd political statement: You can now have three children, but if you have more, we're not going to focus on it. Perhaps a way to save face for the government.
