(WMD's includes Biological, Chemical & Atomic weapons) He (Saddam Hussein) had already demonstrated his willingness to use Biological & Chemical weapons. 'On at least 10 occasions, Saddam Hussein's military forces have attacked Iranian and Kurdish targets with combinations of mustard gas and nerve agents through the use of aerial bombs, 122-millimeter rockets, and conventional artillery shells.' He used chemical weapons against his OWN people! 'The incident was the largest chemical weapons attack directed against a civilian-populated area in history (Halabja) killing between 3,200 and 5,000 people and injuring 7,000 to 10,000 more, most of them civilians.' He was trying (and succeeded) in acquiring certain parts (guidance equipment and gyroscopes etc) to facilitate the construction of an Atomic Bomb. It was considered (based on his previous reckless behaviour/actions) that Saddam Hussein would use an Atomic Bomb, against his enemies in the middle east, thus potentially starting WW3.
