Why did it take the Russian police forces 90 minutes to enter the Crocus City Hall and let all the suspects escape in a car even though the Pavshino police department in the Crocus Expo Hall is only a 6-minute walk away?

An 8-year-old would have come up with a better lie construct in the 20 hours in which Putin didn't react to the events. Even Lukashenko has now admitted that the suspects wanted to go to Belarus. Hopefully Putin has finally overdone it.
