They have primitive ballistic and ballistic air-to-surface missiles, all of which go above Mach 6 in their approach phase anyway, and they call them hypersonic missiles. The US already had the GAM-87 Skybolt in 1962, which reached a speed of Mach 12 in its ballistic phase. But the US wasn't so desperate as to call it hypersonic.
