Like in the Chechen war, when Putin bombed the capital Grozny using carpet bombing, cluster bombs and phosphorus to maximize civilian casualties? Even then, Putin slaughtered tens of thousands of civilians. And now in Ukraine. Maximizing civilian casualties has always been Russian military doctrine. They are just terrorists from whom Ukraine protects its population as best it can.
