  1. Comey even said in his speech that negligence does NOT matter, being cleared to handle classified information means that she's trained to handle it properly. Not doing it even in the slightest is literally against the law by the letter! I don't understand where "intent" means she had to try to hurt the country. Snowden didn't try to hurt the country he tried to keep it free but he was still accused of mishandling classified information.
