  1. Seems "incitement to riot" would be more straightforward, simpler to prove, and sufficiently serious to provide a significant deterrent effect. Just keeping the rioters in custody, in stead of turning them loose, would be a huge step in the right direction. Looting=rioting...and rioting incites more rioting--by example, at least.

  2. What's "unconstitutional" about enforcing existing law?! Jeez...you're over-thinking it...Focus on enforcing the law, to the greatest benefit of the citizenry. Let the chips fall where they may, or must! A mayor complains of a "chilling effect" if she should be charged!? Tough shit! Corrupt local government SHOULD BE CHILLED! It's her fault she's chargeable! Her complaint just makes her sound more guilty...There's a little of the flip side of "too big to fail": it's a "black eye" on the national image, an embarrassment to the American people! So, therefore, it's wrong and probably racist, etc., to destroy criminal corruption. Typical, woke style bullshit...C'mon, man! Rot never just goes away. If you don't get it out, it'll eat 'till there's nothing left for it to eat...Duh.
