  1. The underlying problem is anonymity in public: the public order cannot tolerate it. You don't have to be identifiable in public, just usefully describable. Besides, the psychological effect of masks is non-trivial, a variety of assault. Similarly, heavy make up or adornment is psychologically threatening to varying degrees. I do like Styx's solution.
