"Commercial viability" would be impossible for youtube to determine outside of its own context: it can't determine if YOUR channel is commercially viable; only if THEIR (youtube's) commercial viability is threatened by YOUR channel. So, the term, "commercial viability", here, refers to youtube, not "you". It looks like CYA...
