  1. Is the health crisis worse that the prosecution of porn? Sounds a little like Reefer Madness. Their problem is "health"; that's science, that's politics, and that gets tricky. If porn is shown to have as much of a calming effect as a stimulating one, the "health crisis" argument immediately fails, spectacularly. This is apart from the societal damage caused by prosecution.
