  1. The real reason we give "aid"/money to foreign countries is as a vehicle for "influence", as in, "do this for us, and we'll give you some stuff in return for the favor". Total annual cost for US foreign aid is about 50 billion which is not too significant, and maybe a good deal if it's greasing the skids around the world.
