  1. Kamala is trying to float the idea that the "local" border situation can't be addressed UNTIL the global issues inciting immigration are resolved! If she can muster consensus on that, she'll be excused from failure on the US-Mex border situation. Besides, she needs practice in globetrotting...and it's a lot sexier than some dusty old Texas border town.
