  1. The idea that the opinions of foreigners have a somehow different, more dangerous, value than those of US residents. THAT is the underlying propaganda! The forceful implication is that the citizenry needs "help" evaluating the merit of any and every opinion. The "help" is the control they wish to exercise. They are trying to get everyone to FORGET that everyone has always been expected to assume responsibility for what she/he thinks! I haven't seen the case made that foreign opinions are more difficult to evaluate than domestic ones. Where there's no difference, no distinction should be made.
