China has come too far, too fast; they've burned themselves out by over-developing, instead of implementing the social and institutional changes that that development necessitates, in order to maintain system balance. They currently lack the requisite societal framework to accommodate their massive development. They need war to..."familiarize" the populace with the current state of industry, form the psychological "connection" to it they should have been forming DURING the time of massive development.
