  1. There are a lot of reasons cops cut corners, and it's not a good look. But that's the kind of thing that's going to happen when you are expected to perform WITH YOUR HANDS TIED! Look to "plea bargaining" for the soul of this corruption. And why do they plea-bargain? Because they don't have the resources to prosecute everything that deserves prosecution. The court system is a bottleneck that backs everything up, even into the street! "Poor throughput"...like pooping once a month...The solution on the street end, is to reduce arrests. Duh. The only way to retain any effectiveness is "extemporaneous policing"--a euphemism for "busting heads". Did I miss something?
