Lightfoot is a perfect example of an autocratic tyrant. She enjoys lording it over her staff and the city's residents, and she has a bureaucracy that carries out her orders. They could quit, but they don't. She's the worst kind of human being—sadistic, sexually perverted, power hungry and completely without scruples, like more than few in Hitler's cadre (or Biden's for that matter). The people of Chicago elected her, and they allow her to continue to reign over them.
