Congress knows it and won't do anything to take it that far. Mueller's dog and pony show, which is now the Manafort Investigation, is just that: Nonsense and a waste of taxpayer money. Jeff Sessions should stop hiding under his desk and fire him and Rosenstein. That's a more likely scenario than Trump exiting the presidency before his two terms are up.
