If JRM is for government efficiencies: 1) get rid of all quangos- promised by Cameron the conman but never delivered, b) half the amount of leftwing educated civil servants who are not doing their jobs well at all and c) get rid of the house of Lords and d) half the useless MPs who too don't do their jobs well.

@rogernichols1124 Ah! Roger you were at university when leftwing ideologies weren't even a twinkle in your eye, but unfortunately during the 1970s /80s they raised their ugly ideas and insidiously started to get hold in not only education but ALL the other governmental departments! Hence my expression. I too was in the civil service but sensibly never bothered with university. Had then & always will have my own independent free thought!
