  1. Dogs in public should be on leads anyway. If in the countryside thats a different situation, but ALL owners should be able to control their dogs to leave. And ALL dogs & owners should be trained in behaviour and ownership.😊

  2. Yes, in another block of flats next to mine 2 young men owned 2 bull type dogs who were aggressive towards people. Not allowed to have dogs we tried to get them evicted. Eventually they bought a 3rd bitch to breed from & she fell out of the window. Reported to RSPCA that dog was removed & eventually we got rid of the tenants - 2 men & 2 aggressive dogs in a studio flat!🤦‍♀️🤬
