Harris and the governor had been touring libraries and talking about the significance of the passage of time. The US is not even 250 years old and it that time we have had a lot happen. It wasn't that long ago people's grandpas could remember knowing a civil war soldier, or someone's grandma was a slave. My grandmother went to a segregated school. Harris is saying it is our responsibility to do things now in time for "the life of our children". Many of our poverty areas do not have home internet so it is our responsibility to have it available for free at our libraries to give every kid a chance/resource. She is just repeating it to make you think about what it means. Her point was that time is precious and we should not waste it. It's not that fck'n hard to understand.
