  1. Why weren’t the owners arrested for storing extremely flammable materials without any apparent precautions, like warning signs, sprinklers, fire extinguishers, special training, .... This is 100% the fault of the owners, not this kid with the lighter. For all we know this material could be exported for use in bedding and mattresses somewhere in North America or Europe, which would make it a (another) crime.
