  9. The kid swerved AT the cop who was already standing outside the protection of his vehicle. In this case the kid was using the stolen vehicle as a deadly weapon; cop was shooting to save his life. Case closed. And the kid eventually died from his injuries but not before telling him “I’m sorry”
