  151. It took my landlord 5 years to remove a tenant who allowed about 300 wild pigeons into his second floor apartment every day to feed them. This tenant purchased an estimated 9 tons of pigeon feed a year which he carried into his apartment so he could open his windows every single day for 5 years. The pigeons had been trained to expect this daily feeding. It was like clockwork. They’d wait on the power lines just outside his apartment window every day. The mess was incredible. The smell was horrific. The Landlord and Tenant Board was utterly useless in getting rid of him. Our landlord attended a hearing for eviction by Zoom, but the Board had run out of time for the day dealing with other matters. So they told my landlord to come back next year.

In the meantime, Pigeon man had assaulted the property manager as well as some tenants. The police could do NOTHING to stop or arrest him, since he rarely came outside of his apartment. It was a nightmare. He was bringing in about 3 tons of custom pigeon feed a year into his apartment. Our building and the entire block we lived on suffered a dramatic increase in rats and mice. Even our neighbours began threatening to sue our landlord for damages. Our local city councillor investigated the situation and called it “next level”, but ultimately were useless. Toronto Animal Control investigated but later deferred the case to Toronto Public Health. Toronto Public Health investigated for weeks and then deferred the case to Municipal Licensing and Standards. MLS “investigated” by parking their CLEARLY marked vehicle directly in front of his open window to photograph him feeding wild pigeons, since it is a bylaw violation. But the tenant could CLEARLY see their vehicle and the driver holding a camera aimed at him, so he didn’t feed them on that day. The investigator told me he saw no violations and that he’s done his job and therefore the “case was closed, goodbye!” Toronto Fire couldn’t do anything since the tenant would not open his door to let them investigate for possible fire code violations. Once he was finally evicted and was in the process of moving out the police were called to come and arrest him. When he saw the cops he tried to run back into his apartment and a struggle ensued. The use of a taser was threatened. He was finally escorted out of the building in handcuffs. He left his apartment a complete mess. Pest control experts entered his unit to put down mouse poison. We later found over 200 dead mice inside of his apartment. His mattress had mouse holes in the sides where they were apparently nesting and sleeping for his body heat. We began to suspect mental health issues. As of this writing no one knows where he is living. Landlords; beware of pigeon fanciers. The City was powerless to help and the Tribunal proved itself to be a completely dysfunctional organization incapable or unwilling to do their job in a timely manner.
