  4. He probably had an old FAC. He violated a previous restraining order and was fined by the courts, but it was a CIVIL court, not a criminal court, so there was no association whatsoever made to his gun ownership.

  5. Uh, yeah, it is. Three or more victims, alive or dead, is the definition of a mass shooting.

  6. Some of this man’s neighbours had a restraining order against him to only have communications with them in writing. But he contravened that order and was fined by the courts. But it took place in a civil court, NOT in a criminal court. This is why there was no connection to his history of legal gun ownership (PAL or FAC). This is a crazy and stupid loophole. Unbelievable, actually. This needs to change.
