  1. Under the Ontario Highway Traffic ACT that’s called a ‘Hit and Run’, and the driver, whomever they are, should be arrested and charged accordingly.

  2. In Toronto the highway traffic act laws obviously don’t apply to police. This brings the entire law enforcement and judicial systems into disrepute.
