NATO is purely defensive and NATO treaty requires an attack on a NATO member, but Ukraine is a member of NATO, and Russia specifically wanted assurances Ukraine would never join NATO . The US was observing rather strict treaty commitments in NATO, and Biden stressed that no American infantry would go to Ukraine to avoid feeding Russia propaganda that NATO wanted to attack.
