One reason for not accepting russians you didn't mention is that some of these russians could be agents of the Russian government using the feeing Russian population as a way to infuriate Europe. That's my main concern with all these russians fleeing is what if some of them are spies or saboteurs planning on waiting to strike like sleeper agents.
