The world knows very well that the Russian establishment lies through their teeth. And in fact, the label terrorist state fits Russia much, much better - Russia invades its neighbor repeatedly in an imperial fashion, targets hundreds of hospitals and schools in the meantime, kills thousands of civilians, bombs humanitarian corridors and is very likely for very, very serious war crimes such as what happened in Irpin and Bucha.
