  1. Rather depends where the zone is situated. As long as it's on the Ukrainian side of the Donbass border Putin will have achieve his military ambitions. And it will save the Russians a fortune in concrete, since they needn't build fortifications.

  2.  @candywilson6908  Not at all. Russia doesn't want the headache of trying to rule a recalcitrant Ukraine. It just wants to keep hold of the mineral-rich Russianised bits.
