  2. Because Clacton isn't his workplace. And his job is to representing the views of the majority of the people of Clacton in Parliament and elsewhere, not to act as some kind of social worker.

  4.  @markwalsham7115  You have a misconception of what an MP's prime duties are. Parochial matters - the drains, dog poo on the street, quarrels over planning applications et etc are handled by local authorities. An MP represent a constituency in a much broader sense. His job is to represent their views in the national and international arena. Constituency surgeries are pretty much a waste of time and are really only useful to the MP, not those who call in to them since the issues raised are generally parochial.

  5.  @TheHoveHeretic  I think I would draw my line some time in the late 1970s. I'm sure there must have been some beneficial legislation after that, but I can't think of any offhand.
