Response needn't be nuclear. Russia has a fleet of high altitude strategic bombers which have not yet been used in this conflict. They could reduce Kiev to dust within a matter of days.

@anthonyclegg1511 He doesn't want Kiev at all. Never has. Never will.

@anthonyclegg1511 Why should he? It would mean endless civil war. All Russia wants are those areas of Eastern Ukraine where there are large Russian populations, and which are really Russian, despite what the maps say.

@anthonyclegg1511 He knows that is impossible. He only wants the Russian parts. Trying to run the rest would be too much of a headache. He has said this many times, and it makes complete sense.
