If Poland does not provide Ukraine with airfields for Ukrainian military jets , or does not send its troops to Ukraine, Russia will not attack Warsaw. It is up to Poland to decide. No, the Kremlin’s proposal is set out in the Russian Federation Note of the Ministry of Foreign Affairs dated December 17, 2021. Its meaning is that the countries adjoining Russia from the west (Finland, Estonia, Latvia, Lithuania, Poland, Ukraine, Romania, Bulgaria) should be neutral and there should not be NATO military infrastructure on their territory for missile attacks on Moscow. Between NATO and Russia there should be a cordon sanitaire of independent neutral states.

Russia does not dictate. The West does. Russia wants to come to an agreement. The position prescribed in the Note of 12/17/2021 has been defended by Russia since 1991, but has always been ignored by the West. Russia could agree with the West that countries that joined NATO earlier could remain under NATO protectorate (with Article 5 in force), but offensive weapons should not be deployed on their territory. This ia a matter of negotiations, that the West rejected.

There were no serious types of weapons in Eastern Europe, except for the fact that in Romania in 2015-2016 NATO deployed Aegis Ashore with American interceptors of RIM-161 Standard Missile 3 (SM-3) missiles. However, in December 2021, Russia proposed to conclude a binding agreement on the non-deployment of offensive weapons and new military bases in Eastern Europe. (Kaliningrad can be included on the Rusian side). The key word here is "Binding International Treaty". Russia cannot trust the verbal promises of Western politicians who have deceived many times and continue to do so now.

@bonnie7898 Russia can attack Poland if: - Poland will invade Belarus or Kalilingrad; - Poland will provide airfields for aircraft operating against Russia; - If rockets fly out of Poland towards Russian troops. Russia may and will attack Lithuania if Lithuania closes transit to Kaliningrad. Russia can attack Estonia if Estonia closes the Gulf of Finland. These are all hostile anti-Russian actions that constitute a sufficient legal basis for war.
