  1. The will of the people is determined by voting in parliament, and not by Molotov cocktails, pogroms and hooliganism. What we see in Georgia are signs of low political culture. The use of street violence is anti-democracy. Violence is used precisely because hooligans are in the minority and do not have a chance to formalize their position legally.
