  1. The civil service job security less affected by covid. They have savings they can spend on tours. Maybe not order them to have to fly SIA within 6mths but urge them to do so? Not so much make it a KPI but encourage them to enjoy themselves flying SIA . Oh , not forgetting to say its in national interest to save SIA? 😁
