  9. Why do we directly translate federal chancellor, but use prime minister for minister-presidents? There is no state (land) equivalent of a governor or lieutenant-governor holding a separate office as land/state head of state, so the head of govt term as prime minister would not make much sense. Indeed, at the state/land level, the office of head of govt and head of state is combined as in presidential systems, though reliant on confidence of state assemblies. As such, minister-president should be used rather than prime minister.
