It allows for Law Enforcement to classify hispanic Oklahomans with any "street gang affiliation" as Terrorists so the state can seize all their property and put them in detainment compounds indefinitely. Property like cars, cash, houses, land, businesses, bank accounts etc. Compounds are already in rural Oklahoma. Nazi Germans did the same to jewish people and Hitler used it to build his war machine.
