  1. state makes their own rules. postmarked by certain date,will be counted. also jave a "ballot reconcilliation" allows election office to contact individuals that maybe forgot to date their ballot or made some mistake filling it out. they had until Saturday to come in to the election office and fix whatever is wrong. yes, they id the people. no, they are ballots "manufactured" ... it's legit. many states have this rule.
