That's not accurate at all. They're saying here is the scope of the inquiry and they don't believe private communications outside of that scope should be included. Imagine if the police made a traffic stop against you and they wanted to see all of your messages on your phone for the last year to determine if any of that was relevant to the traffic stop. The baroness is overstepping by quite a long way. This idea that they need to see things not about CoVID in order to determine if they gave enough focus to CoVID doesn't pass the pub test.

@MrSatnavatron Interesting pseudonym you're hiding behind. Nothing I've said is codswallop. Being a politician doesn't mean you lose all expectations of privacy completely. There does have to actually be a genuine reason for information to be requested.
