  4. The council of Europe needs the legitimacy of it's member states more than it's member states need the cloak of the council of Europe. Tim never said protection involves a sword, he implied protection means getting results. Talking to people and hearing about the things they're experiencing isn't protecting them, it's monitoring. If countries can ignore decisions at their own discretion without any consequences and the commissioner acknowledges that some members are leaders who weren't elected through free and fair elections, then how can the commissioner ever expect results? Negging won't get her anywhere. Without solid powers that have legitimate consequence for governments there's no point in the council of Europe.
