  2. To be fair the Kim's have proven pretty pragmatic. They know they can't even feed fheir own people which is why they often rattle their sabers: they know that the US and South Korea will throw them some foreign aid to settle down. They could over react towards aggression but nobody wants to fight north korea because there's no gain, even the south isn't super keen on the idea of peaceful reunification since the north is so poor and backwards.
