There never where an aggrement....NATO always had the right to expand...and Russia caused Sweden and Finland to join NATO...they saw how weak Russia is and knew they could join without getting invaded...and NATO doesn't invade countries like Russia does to "expand", NATO is based on the countries wanting to be in it...

  2. No, Russia thought Ukrainians would welcome them and lay down their arms....they knew Ukraine couldn't join NATO as long as they have a war in Donbas and Crimea...Putin did a stupid move, like most dictators do....
